For most outfits, you can count on browns, greys, and denim (if it's fair to consider denim a color) as neutrals. Why is this so important? Because color clashing is something that can easily make an outfit go on overload, and cater to very few. If you love layers and accessorizing, you'll get a lot more mileage with neutral colors in your closet. 

The turquoise blue jewelry isn't a neutral. However, worn with lots of colors that are neutrals, there is a harmony to the dress, belt, and the jacket.
